《國務院關于促進光伏(fu)(fu)產業健康發(fa)(fa)展的若干意見》(國發(fa)(fa)[2013]24號)發(fa)(fa)布(bu)以(yi)來,各地區(qu)積(ji)極制定配(pei)套政(zheng)策和實(shi)施(shi)方案,有力(li)(li)推(tui)動了分布(bu)式光伏(fu)(fu)發(fa)(fa)電(dian)在眾多(duo)(duo)領(ling)域的多(duo)(duo)種方式利用,呈現出良好發(fa)(fa)展態勢。但是各地區(qu)還存在不同程度(du)的政(zheng)策尚未完全(quan)落實(shi)、配(pei)套措施(shi)缺失、工作機制不健全(quan)等(deng)問題(ti)。為破解分布(bu)式光伏(fu)(fu)發(fa)(fa)電(dian)應用的關鍵制約,大力(li)(li)推(tui)進光伏(fu)(fu)發(fa)(fa)電(dian)多(duo)(duo)元化(hua)發(fa)(fa)展,加快擴大光伏(fu)(fu)發(fa)(fa)電(dian)市(shi)場規模,現就進一(yi)步落實(shi)分布(bu)式光伏(fu)(fu)發(fa)(fa)電(dian)有關政(zheng)策通知如(ru)下:
一、高(gao)度(du)重(zhong)(zhong)(zhong)(zhong)視發(fa)(fa)展分(fen)(fen)布(bu)(bu)(bu)式(shi)光(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)的意義(yi)(yi)。光(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)是我(wo)國重(zhong)(zhong)(zhong)(zhong)要(yao)的戰略(lve)性(xing)新(xin)(xin)興(xing)產(chan)業,大力推(tui)進(jin)光(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)應用對(dui)優化能(neng)(neng)源(yuan)(yuan)結(jie)構、保障能(neng)(neng)源(yuan)(yuan)安全、改善生(sheng)態環境(jing)、轉變城鄉用能(neng)(neng)方式(shi)具(ju)有重(zhong)(zhong)(zhong)(zhong)大戰略(lve)意義(yi)(yi)。分(fen)(fen)布(bu)(bu)(bu)式(shi)光(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)應用范圍廣,在城鄉建筑、工(gong)業、農業、交通(tong)、公共(gong)設施(shi)等領域都(dou)有廣闊應用前景,既是推(tui)動能(neng)(neng)源(yuan)(yuan)生(sheng)產(chan)和消費革命的重(zhong)(zhong)(zhong)(zhong)要(yao)力量,也是促進(jin)穩增(zeng)長調結(jie)構促改革惠民生(sheng)的重(zhong)(zhong)(zhong)(zhong)要(yao)舉措。各地區要(yao)高(gao)度(du)重(zhong)(zhong)(zhong)(zhong)視發(fa)(fa)展分(fen)(fen)布(bu)(bu)(bu)式(shi)光(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)的重(zhong)(zhong)(zhong)(zhong)大戰略(lve)意義(yi)(yi),主動作為,創新(xin)(xin)機制,全方位(wei)推(tui)動分(fen)(fen)布(bu)(bu)(bu)式(shi)光(guang)伏(fu)發(fa)(fa)電(dian)(dian)(dian)應用。
二、加強分布(bu)(bu)式光(guang)伏(fu)發(fa)電(dian)應(ying)用(yong)規(gui)(gui)劃工作。各(ge)地(di)區(qu)要將(jiang)光(guang)伏(fu)發(fa)電(dian)納入能(neng)源(yuan)開發(fa)利用(yong)和(he)城(cheng)(cheng)鎮建(jian)(jian)設等相關規(gui)(gui)劃,省級能(neng)源(yuan)主管部門要組(zu)織工業(ye)企業(ye)集中(zhong)的(de)(de)市縣及(ji)各(ge)類開發(fa)區(qu),系統開展建(jian)(jian)筑屋頂及(ji)其(qi)他場地(di)光(guang)伏(fu)發(fa)電(dian)應(ying)用(yong)的(de)(de)資源(yuan)調(diao)查工作,綜合考慮屋頂面積、用(yong)電(dian)負荷等條(tiao)件,編制(zhi)分布(bu)(bu)式光(guang)伏(fu)發(fa)電(dian)應(ying)用(yong)規(gui)(gui)劃,結合建(jian)(jian)設條(tiao)件提出(chu)年(nian)度計劃。各(ge)新(xin)能(neng)源(yuan)示范(fan)(fan)城(cheng)(cheng)市、綠(lv)色能(neng)源(yuan)示范(fan)(fan)縣、新(xin)能(neng)源(yuan)應(ying)用(yong)示范(fan)(fan)區(qu)、分布(bu)(bu)式光(guang)伏(fu)發(fa)電(dian)應(ying)用(yong)示范(fan)(fan)區(qu)要制(zhi)定(ding)分布(bu)(bu)式光(guang)伏(fu)發(fa)電(dian)應(ying)用(yong)規(gui)(gui)劃,并按(an)年(nian)度落實重點建(jian)(jian)設項(xiang)目。優先(xian)保(bao)障各(ge)類示范(fan)(fan)區(qu)和(he)其(qi)它(ta)規(gui)(gui)劃明確且建(jian)(jian)設條(tiao)件落實的(de)(de)項(xiang)目的(de)(de)年(nian)度規(gui)(gui)模指標。
三、鼓(gu)(gu)勵(li)(li)開(kai)展多(duo)種形式(shi)(shi)的(de)(de)分布(bu)(bu)式(shi)(shi)光(guang)(guang)伏(fu)發(fa)(fa)(fa)電(dian)(dian)應用(yong)(yong)(yong)。充(chong)分利用(yong)(yong)(yong)具備條(tiao)件的(de)(de)建(jian)筑屋(wu)頂(ding)(含(han)附屬空閑場(chang)(chang)地(di))資(zi)源,鼓(gu)(gu)勵(li)(li)屋(wu)頂(ding)面積大(da)、用(yong)(yong)(yong)電(dian)(dian)負荷大(da)、電(dian)(dian)網供電(dian)(dian)價格(ge)高的(de)(de)開(kai)發(fa)(fa)(fa)區(qu)和(he)大(da)型(xing)工商企(qi)業(ye)(ye)率先開(kai)展光(guang)(guang)伏(fu)發(fa)(fa)(fa)電(dian)(dian)應用(yong)(yong)(yong)。鼓(gu)(gu)勵(li)(li)各級地(di)方(fang)政府在(zai)國家補(bu)貼(tie)(tie)基(ji)礎上制定配套(tao)財政補(bu)貼(tie)(tie)政策,并且對公共機構(gou)、保(bao)障(zhang)性住房和(he)農(nong)(nong)(nong)村適(shi)當加大(da)支持力(li)度(du)。鼓(gu)(gu)勵(li)(li)在(zai)火車站(含(han)高鐵站)、高速公路服務區(qu)、飛機場(chang)(chang)航(hang)站樓、大(da)型(xing)綜合交通樞(shu)紐建(jian)筑、大(da)型(xing)體育場(chang)(chang)館和(he)停車場(chang)(chang)等(deng)公共設(she)(she)(she)施(shi)系統(tong)推廣光(guang)(guang)伏(fu)發(fa)(fa)(fa)電(dian)(dian),在(zai)相關建(jian)筑等(deng)設(she)(she)(she)施(shi)的(de)(de)規(gui)劃(hua)和(he)設(she)(she)(she)計(ji)中將光(guang)(guang)伏(fu)發(fa)(fa)(fa)電(dian)(dian)應用(yong)(yong)(yong)作為(wei)重要元素,鼓(gu)(gu)勵(li)(li)大(da)型(xing)企(qi)業(ye)(ye)集團對下屬企(qi)業(ye)(ye)統(tong)一組織建(jian)設(she)(she)(she)分布(bu)(bu)式(shi)(shi)光(guang)(guang)伏(fu)發(fa)(fa)(fa)電(dian)(dian)工程。因地(di)制宜利用(yong)(yong)(yong)廢棄土地(di)、荒山荒坡(po)、農(nong)(nong)(nong)業(ye)(ye)大(da)棚、灘涂、魚塘、湖泊等(deng)建(jian)設(she)(she)(she)就地(di)消納的(de)(de)分布(bu)(bu)式(shi)(shi)光(guang)(guang)伏(fu)電(dian)(dian)站。鼓(gu)(gu)勵(li)(li)分布(bu)(bu)式(shi)(shi)光(guang)(guang)伏(fu)發(fa)(fa)(fa)電(dian)(dian)與農(nong)(nong)(nong)戶扶貧、新農(nong)(nong)(nong)村建(jian)設(she)(she)(she)、農(nong)(nong)(nong)業(ye)(ye)設(she)(she)(she)施(shi)相結合,促進(jin)農(nong)(nong)(nong)村居(ju)民(min)生活改善(shan)和(he)農(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)村發(fa)(fa)(fa)展。對各類自發(fa)(fa)(fa)自用(yong)(yong)(yong)為(wei)主的(de)(de)分布(bu)(bu)式(shi)(shi)光(guang)(guang)伏(fu)發(fa)(fa)(fa)電(dian)(dian)項目,在(zai)受到建(jian)設(she)(she)(she)規(gui)模(mo)(mo)指標限制時,省級能源主管(guan)部門應及時調(diao)劑(ji)解決或向國家能源局申(shen)請追(zhui)加規(gui)模(mo)(mo)指標。
四、加強(qiang)對建(jian)筑屋(wu)頂(ding)資源使(shi)用(yong)(yong)的(de)(de)統(tong)籌協(xie)調。鼓勵地(di)(di)方(fang)政(zheng)(zheng)府(fu)建(jian)立(li)光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)應用(yong)(yong)協(xie)調工作機制,引導(dao)建(jian)筑業主單(dan)位(含使(shi)用(yong)(yong)單(dan)位)自(zi)建(jian)或(huo)與(yu)專業化企業合(he)作建(jian)設(she)(she)屋(wu)頂(ding)光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)工程,主動協(xie)調電(dian)(dian)網接(jie)入、項目(mu)備案(an)、建(jian)筑管理等工作。對屋(wu)頂(ding)面積達(da)到一定規(gui)模(mo)且(qie)適(shi)宜光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)應用(yong)(yong)的(de)(de)新建(jian)和(he)改(gai)擴建(jian)建(jian)筑物,應要求同步安(an)裝(zhuang)光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)設(she)(she)施(shi)或(huo)預留安(an)裝(zhuang)條件。政(zheng)(zheng)府(fu)投資或(huo)財政(zheng)(zheng)補助的(de)(de)公共建(jian)筑、保障性住房(fang)、新城鎮和(he)新農(nong)村建(jian)設(she)(she),應優(you)先考(kao)慮光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)應用(yong)(yong)。地(di)(di)方(fang)政(zheng)(zheng)府(fu)可根據本地(di)(di)實際,通(tong)過制定示范(fan)合(he)同文本等方(fang)式,引導(dao)區(qu)域內企業建(jian)立(li)規(gui)范(fan)的(de)(de)光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)合(he)同能(neng)(neng)源管理服務(wu)模(mo)式。地(di)(di)方(fang)政(zheng)(zheng)府(fu)可將建(jian)筑光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)應用(yong)(yong)納入節能(neng)(neng)減(jian)排考(kao)核及獎懲制度,消(xiao)納分布(bu)式光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)量的(de)(de)單(dan)位可按折(zhe)算的(de)(de)節能(neng)(neng)量參(can)與(yu)相關交易(yi)。鼓勵分布(bu)式光(guang)伏(fu)(fu)(fu)發(fa)(fa)(fa)電(dian)(dian)項目(mu)根據《溫(wen)室氣體自(zi)愿(yuan)減(jian)排交易(yi)管理暫(zan)行(xing)辦法》參(can)與(yu)國內自(zi)愿(yuan)碳減(jian)排交易(yi)。
五、完善分布式(shi)光(guang)(guang)伏(fu)(fu)(fu)發(fa)(fa)電(dian)工(gong)程標準和(he)質量(liang)管(guan)理。加強光(guang)(guang)伏(fu)(fu)(fu)產(chan)(chan)品(pin)、光(guang)(guang)伏(fu)(fu)(fu)發(fa)(fa)電(dian)工(gong)程和(he)建(jian)筑(zhu)安裝(zhuang)光(guang)(guang)伏(fu)(fu)(fu)發(fa)(fa)電(dian)設施的(de)安全性評價和(he)管(guan)理工(gong)作,對(dui)載荷校核、安裝(zhuang)方(fang)式(shi)、抗風(feng)、防震、消防、避(bi)雷等要(yao)嚴格執行國家標準和(he)工(gong)程規(gui)范(fan)。并(bing)網運行的(de)光(guang)(guang)伏(fu)(fu)(fu)發(fa)(fa)電(dian)項(xiang)目(mu)(mu)和(he)享(xiang)受各級(ji)政(zheng)府補貼(tie)的(de)非并(bing)網獨立(li)光(guang)(guang)伏(fu)(fu)(fu)發(fa)(fa)電(dian)項(xiang)目(mu)(mu),須采(cai)用經國家認(ren)監(jian)(jian)委批準的(de)認(ren)證(zheng)(zheng)機構認(ren)證(zheng)(zheng)的(de)光(guang)(guang)伏(fu)(fu)(fu)產(chan)(chan)品(pin)。建(jian)設單位(wei)(wei)進行設備的(de)采(cai)購(gou)招標時,應(ying)明確(que)要(yao)求(qiu)采(cai)用獲(huo)得認(ren)證(zheng)(zheng)的(de)光(guang)(guang)伏(fu)(fu)(fu)產(chan)(chan)品(pin),施工(gong)單位(wei)(wei)應(ying)具備相應(ying)的(de)資質要(yao)求(qiu)。各地(di)(di)區的(de)市(shi)縣(區)政(zheng)府要(yao)建(jian)立(li)建(jian)筑(zhu)光(guang)(guang)伏(fu)(fu)(fu)發(fa)(fa)電(dian)應(ying)用的(de)統籌協調(diao)管(guan)理工(gong)作機制,加強分布式(shi)光(guang)(guang)伏(fu)(fu)(fu)發(fa)(fa)電(dian)項(xiang)目(mu)(mu)的(de)質量(liang)管(guan)理和(he)安全監(jian)(jian)督。各級(ji)地(di)(di)方(fang)政(zheng)府不(bu)得隨(sui)意設置審(shen)批和(he)收(shou)費(fei)事(shi)項(xiang),不(bu)得限制符(fu)合國家標準和(he)市(shi)場(chang)準入條件的(de)產(chan)(chan)品(pin)進入本地(di)(di)市(shi)場(chang),不(bu)得向(xiang)項(xiang)目(mu)(mu)單位(wei)(wei)提(ti)出采(cai)購(gou)本地(di)(di)產(chan)(chan)品(pin)的(de)不(bu)合理要(yao)求(qiu),不(bu)得以各種方(fang)式(shi)為低劣產(chan)(chan)品(pin)提(ti)供市(shi)場(chang)保護(hu)。
六、建(jian)(jian)(jian)立(li)簡便高(gao)(gao)效(xiao)規范(fan)(fan)的項目(mu)備案(an)管理(li)(li)(li)工(gong)(gong)作機(ji)制(zhi)。各級能源(yuan)主(zhu)(zhu)(zhu)管部門(men)要抓緊(jin)制(zhi)定完善分布(bu)式光(guang)伏(fu)發(fa)電(dian)項目(mu)備案(an)管理(li)(li)(li)的工(gong)(gong)作細則(ze),督促(cu)市(shi)縣(區)能源(yuan)主(zhu)(zhu)(zhu)管部門(men)設(she)(she)立(li)分布(bu)式光(guang)伏(fu)發(fa)電(dian)項目(mu)備案(an)受(shou)理(li)(li)(li)窗口(kou),建(jian)(jian)(jian)立(li)簡便高(gao)(gao)效(xiao)規范(fan)(fan)的工(gong)(gong)作流(liu)程,明確(que)項目(mu)備案(an)條件和辦(ban)理(li)(li)(li)時限,并向社會公布(bu)。鼓勵市(shi)縣(區)政府(fu)設(she)(she)立(li)“一(yi)站式”管理(li)(li)(li)服務窗口(kou),建(jian)(jian)(jian)立(li)多部門(men)高(gao)(gao)效(xiao)協(xie)調的管理(li)(li)(li)工(gong)(gong)作機(ji)制(zhi),并與(yu)電(dian)網(wang)企(qi)業銜接好(hao)項目(mu)接網(wang)條件和并網(wang)服務。對個(ge)人(ren)利(li)用住宅(或個(ge)人(ren)所有的營業性建(jian)(jian)(jian)筑(zhu))建(jian)(jian)(jian)設(she)(she)的分布(bu)式光(guang)伏(fu)發(fa)電(dian)項目(mu),電(dian)網(wang)企(qi)業直接受(shou)理(li)(li)(li)并網(wang)申請后代個(ge)人(ren)向當地能源(yuan)主(zhu)(zhu)(zhu)管部門(men)辦(ban)理(li)(li)(li)項目(mu)備案(an)。
七(qi)、完善分布(bu)(bu)式(shi)(shi)光(guang)(guang)(guang)伏(fu)(fu)(fu)發(fa)電(dian)(dian)(dian)發(fa)展模(mo)式(shi)(shi)。利(li)用建(jian)筑屋頂(ding)及(ji)附屬(shu)場地(di)(di)建(jian)設(she)的(de)分布(bu)(bu)式(shi)(shi)光(guang)(guang)(guang)伏(fu)(fu)(fu)發(fa)電(dian)(dian)(dian)項目(mu)(mu),在(zai)項目(mu)(mu)備案時可(ke)選擇“自(zi)發(fa)自(zi)用、余電(dian)(dian)(dian)上網(wang)(wang)(wang)(wang)”或“全(quan)(quan)額(e)上網(wang)(wang)(wang)(wang)”中的(de)一種模(mo)式(shi)(shi)。“全(quan)(quan)額(e)上網(wang)(wang)(wang)(wang)”項目(mu)(mu)的(de)全(quan)(quan)部(bu)(bu)發(fa)電(dian)(dian)(dian)量由電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)企業按(an)(an)照(zhao)當(dang)(dang)地(di)(di)光(guang)(guang)(guang)伏(fu)(fu)(fu)電(dian)(dian)(dian)站(zhan)(zhan)標(biao)桿上網(wang)(wang)(wang)(wang)電(dian)(dian)(dian)價(jia)收(shou)購。已按(an)(an)“自(zi)發(fa)自(zi)用、余電(dian)(dian)(dian)上網(wang)(wang)(wang)(wang)”模(mo)式(shi)(shi)執(zhi)行(xing)(xing)的(de)項目(mu)(mu),在(zai)用電(dian)(dian)(dian)負(fu)荷顯著減少(含消失)或供用電(dian)(dian)(dian)關系(xi)無(wu)法履行(xing)(xing)的(de)情況下(xia)(xia),允(yun)許變(bian)更為“全(quan)(quan)額(e)上網(wang)(wang)(wang)(wang)“模(mo)式(shi)(shi),項目(mu)(mu)單位要向當(dang)(dang)地(di)(di)能(neng)源(yuan)主管部(bu)(bu)門申請(qing)變(bian)更備案,與(yu)電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)企業簽訂(ding)新的(de)并網(wang)(wang)(wang)(wang)協議(yi)和購售電(dian)(dian)(dian)合同,電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)企業負(fu)責向財政部(bu)(bu)和國家(jia)能(neng)源(yuan)局申請(qing)補貼目(mu)(mu)錄變(bian)更。在(zai)地(di)(di)面或利(li)用農業大(da)棚等(deng)無(wu)電(dian)(dian)(dian)力消費設(she)施(shi)建(jian)設(she)、以35千(qian)伏(fu)(fu)(fu)及(ji)以下(xia)(xia)電(dian)(dian)(dian)壓等(deng)級接入電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(東(dong)北(bei)地(di)(di)區66千(qian)伏(fu)(fu)(fu)及(ji)以下(xia)(xia))、單個項目(mu)(mu)容量不超過2萬(wan)千(qian)瓦且所發(fa)電(dian)(dian)(dian)量主要在(zai)并網(wang)(wang)(wang)(wang)點(dian)變(bian)電(dian)(dian)(dian)臺區消納的(de)光(guang)(guang)(guang)伏(fu)(fu)(fu)電(dian)(dian)(dian)站(zhan)(zhan)項目(mu)(mu),納入分布(bu)(bu)式(shi)(shi)光(guang)(guang)(guang)伏(fu)(fu)(fu)發(fa)電(dian)(dian)(dian)規(gui)(gui)模(mo)指標(biao)管理,執(zhi)行(xing)(xing)當(dang)(dang)地(di)(di)光(guang)(guang)(guang)伏(fu)(fu)(fu)電(dian)(dian)(dian)站(zhan)(zhan)標(biao)桿上網(wang)(wang)(wang)(wang)電(dian)(dian)(dian)價(jia),電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)企業按(an)(an)照(zhao)《分布(bu)(bu)式(shi)(shi)發(fa)電(dian)(dian)(dian)管理暫行(xing)(xing)辦(ban)法》的(de)第十七(qi)條規(gui)(gui)定(ding)及(ji)設(she)立(li)的(de)“綠色通道”,由地(di)(di)級市或縣級電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)企業按(an)(an)照(zhao)簡化程序辦(ban)理電(dian)(dian)(dian)網(wang)(wang)(wang)(wang)接入并提供相應(ying)并網(wang)(wang)(wang)(wang)服務(wu)。

十、加強(qiang)配套電(dian)網(wang)技(ji)術和管理體系建(jian)(jian)設。各級電(dian)網(wang)企業(ye)在進行(xing)(xing)配電(dian)網(wang)規(gui)劃(hua)和建(jian)(jian)設時,要充分(fen)考慮當(dang)地分(fen)布式(shi)(shi)光伏(fu)(fu)(fu)發電(dian)的(de)(de)發展潛(qian)力、規(gui)劃(hua)和建(jian)(jian)設情況(kuang),采用(yong)相應(ying)(ying)的(de)(de)智(zhi)(zhi)能電(dian)網(wang)技(ji)術、配置相應(ying)(ying)的(de)(de)安(an)全保護和運(yun)(yun)行(xing)(xing)調節設施。對分(fen)布式(shi)(shi)光伏(fu)(fu)(fu)發電(dian)規(gui)模(mo)大的(de)(de)新能源示范城市、綠色能源示范縣、分(fen)布式(shi)(shi)光伏(fu)(fu)(fu)發電(dian)應(ying)(ying)用(yong)示范區(qu),應(ying)(ying)同步制定相應(ying)(ying)的(de)(de)智(zhi)(zhi)能配電(dian)網(wang)建(jian)(jian)設方案,建(jian)(jian)設雙向互動、控制靈(ling)活、安(an)全可靠的(de)(de)配電(dian)網(wang)系統(tong)。建(jian)(jian)立包含分(fen)布式(shi)(shi)光伏(fu)(fu)(fu)發電(dian)功(gong)率預(yu)測和實時運(yun)(yun)行(xing)(xing)監測等功(gong)能的(de)(de)配電(dian)網(wang)運(yun)(yun)行(xing)(xing)信息管理系統(tong),開展需求側(ce)響應(ying)(ying)負(fu)荷(he)管理,對區(qu)域內的(de)(de)分(fen)布式(shi)(shi)光伏(fu)(fu)(fu)發電(dian)實現實時動態監控和發輸(shu)用(yong)一體化(hua)控制。鼓勵探索微電(dian)網(wang)技(ji)術并(bing)在相對獨立的(de)(de)區(qu)域應(ying)(ying)用(yong),提高(gao)局(ju)部電(dian)網(wang)接納高(gao)比(bi)例分(fen)布式(shi)(shi)光伏(fu)(fu)(fu)發電(dian)的(de)(de)能力。

十(shi)五(wu)、加強(qiang)政策(ce)落實(shi)的(de)監(jian)督檢查(cha)和市(shi)場監(jian)管(guan)(guan)。國(guo)家(jia)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局派(pai)出(chu)(chu)機構(gou)(gou)會(hui)同(tong)地方(fang)(fang)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)主(zhu)管(guan)(guan)部門(men)等加強(qiang)分(fen)(fen)(fen)布式光(guang)伏發(fa)(fa)(fa)電(dian)(dian)相(xiang)關國(guo)家(jia)和地方(fang)(fang)政策(ce)落實(shi)的(de)監(jian)督檢查(cha)。國(guo)家(jia)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局派(pai)出(chu)(chu)機構(gou)(gou)負責(ze)對分(fen)(fen)(fen)布式光(guang)伏發(fa)(fa)(fa)電(dian)(dian)的(de)并網安全(quan)(quan)(quan)進行(xing)(xing)監(jian)管(guan)(guan),電(dian)(dian)網企業應配合(he)(he)做好(hao)安全(quan)(quan)(quan)監(jian)管(guan)(guan)的(de)技術支持工作。建(jian)立對電(dian)(dian)網企業的(de)接網服務、接入(ru)(ru)方(fang)(fang)案、并網運行(xing)(xing)、電(dian)(dian)能(neng)(neng)計量(liang)、電(dian)(dian)量(liang)收(shou)購(gou)、電(dian)(dian)費結算、補貼(tie)資(zi)金發(fa)(fa)(fa)放各環節進行(xing)(xing)全(quan)(quan)(quan)程(cheng)監(jian)管(guan)(guan)的(de)工作機制。加強(qiang)對分(fen)(fen)(fen)布式光(guang)伏發(fa)(fa)(fa)電(dian)(dian)合(he)(he)同(tong)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)服務以(yi)及電(dian)(dian)力交(jiao)易(yi)的(de)監(jian)管(guan)(guan),相(xiang)關方(fang)(fang)發(fa)(fa)(fa)生爭(zheng)議時,可(ke)向國(guo)家(jia)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局派(pai)出(chu)(chu)機構(gou)(gou)申請協調,也可(ke)通過12398舉報投訴(su)電(dian)(dian)話(hua)反映(ying),國(guo)家(jia)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局派(pai)出(chu)(chu)機構(gou)(gou)應會(hui)同(tong)當(dang)地能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)主(zhu)管(guan)(guan)部門(men)協調解(jie)決。如電(dian)(dian)網公(gong)司未(wei)按照(zhao)(zhao)規定(ding)接入(ru)(ru)和收(shou)購(gou)光(guang)伏發(fa)(fa)(fa)電(dian)(dian)的(de)電(dian)(dian)量(liang),按照(zhao)(zhao)《可(ke)再(zai)生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)法》第二十(shi)九條規定(ding)承擔(dan)法律責(ze)任。國(guo)家(jia)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局派(pai)出(chu)(chu)機構(gou)(gou)會(hui)同(tong)省(sheng)級能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)主(zhu)管(guan)(guan)部門(men)對分(fen)(fen)(fen)布式光(guang)伏發(fa)(fa)(fa)電(dian)(dian)開展專項監(jian)管(guan)(guan),按半年、全(quan)(quan)(quan)年向國(guo)家(jia)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)局上報專項監(jian)管(guan)(guan)報告(gao),并以(yi)適當(dang)方(fang)(fang)式向社(she)會(hui)公(gong)布,發(fa)(fa)(fa)現重大問(wen)題及時上報。
